The goal of the Consortium is to establish a collaborative effort
with staff from each of the states working together as if they were
part of the same organization. Each participating state identifies
a lead person who:
coordinates the state's activities with regard to ECC's objectives
makes decisions about how the Consortium should function
identifies and secures other state staff and resources to
work on Consortium activities
meets with team leaders from other states.
State staff have great opportunities to learn and grow through
their participation in the Consortium and can become resource people
for their colleagues. The lead staff are also expected to be a catalyst
for implementing changes in their own organizations. State lead
contacts meet three to four times a year.
State agency leaders from the participating states provide guidance
to the Consortium and participate in selected Consortium activities.
Consortium updates are provided in conjunction with Environmental
Council of the States (ECOS) meetings. In addition, the Consortium
convenes periodic Thinkers' Workshops bringing together experts
from inside and outside government to discuss environmental compliance
-- and, where appropriate, beyond compliance activities -- and enforcement
management.
